2018-09-19 vTaiwan meeting
Date: Wed, Sept 19, 2018 @ 7-10pm
Location: Startup Hub, Taipei
Attendance: Peace, avross, patcon, Rainhard Fuchs, fiorella, [quiet woman who didn’t speak much english]
Agenda: https://g0v.hackpad.tw/ep/pad/static/UXG7tCXVEP7
Notes
Very informal conversation. Was no topic during this night, so was not the normal format.
- avross: frustrated that gov continually outsources problem-solving to think tanks (and private industry, apparently to a smaller degree). feels that gov itself should be doing research.
- patcon: feels different to Canada, where gov does most of the work alone by itself, and doesn’t explore outside ideas very often. I WISH that government was asking outside think tanks to explore things more often. (But maybe I’m missing context on gov, since I haven’t worked inside yet.)
- technically, nonprofit think tanks need to prove that they’re not taking opportunities from private industry, but in practice, they are doing the same thing
- conversation with Peace
- PDIS at startup space all wednesday afternoon
- 10am-10pm?
- consulting time
- night = discussion
- patcon: aren’t there two groups who might show up to these?
- People interested in specific issues that vTaiwan might discuss, and
- people interested in the "meta" of vTaiwan itself
- peace: yes, and both these people come to this meeting, at night.
- for civil servants or private interests, prepare presentation if you have an issue to discuss
- about Peace
- used to work for Greenpeace NGO
- does marketing
- has worked 1 yr with vTaiwan
- discovered by coming to jothon
- interested in the process and helping others use it
- what are the stakeholder groups needed, what professions
- learn how to trust government and build trust
- tl;dr - trust is the core deliverable of vTaiwan
- stakeholders (who later participate in live streamed meeting) can show up at meetings like this, but optional
- patcon: trust at multiple levels. trust of people who are invested and show up at earlier meetings like this, but also trust of less invested individuals who participate in surface form of vTaiwan
- how do you know which advice/recommendations are constructive?
- hard to have good advice when many people show up
- gov department asks company or think tank to do research, and asks them to take that research to vTaiwan.
- Ex: Can commission academic report, and money will be from gov. gov will say that the academic will need to use vTaiwan
- if group wants to "earn" the case, then they have to use vTaiwan
- sometimes hard to have constructive advice at the end, but at the very least, can learn how to do it better in future, or in next round of consultation.
- currently no budget for vTaiwan in gov
- if gov funding were provided, then gov can compel process. @au doesn’t want gov funding until more things have been ironed out.
