Biography

founder and former Director of Ciudadano Inteligente, co-founded Rhinobird.tv

Felipe is a long time Civic Tech activist and Entrepreneur. He is the founder of the Latin American NGO Ciudadanointeligente.org, and the crowd source video platform Rhinobird.tv , among other projects in which he has explored the role of civic participation and new media in the public space. Felipe is also an Ashoka Fellow, advisor for several NGO’s in Chile and the USA, and a member of the ‘Democratic Revolution’ civic movement in Chile. Felipe studied Law in the P. Universidad Catolica of Chile, and Public Policy at the London School of Economics. He is currently a Fellow at the Berkman Center for Internet and Society at Harvard University in the United States.

Charlotte is a civic tech enthustiast. She co-founded Voxe.org in 2012 for the French presidential election. Voxe.org is a team of innovators that build online tools that revolutionize civic engagement. We believe in the power of social innovation to help forge an informed electorate. We seek to re-shape public debate by bringing to the fore what matters most: the content of each candidate’s proposals. Voxe.org also runs happydemocracy, the civic tech weekly newsletter and is building it’s new engagement app : the newswatch. Charlotte runs partnerships and communication @Voxe.org (16 countries, 3.5 million users and more than 20 media partners).

Biography

Yantisa Akhadi is the Project Manager of Humanitarian OpenStreetMap Team (HOT) in Indonesia. He is currently leading 9 talented individuals to promote the use of OpenStreetMap, QGIS and InaSAFE in humanitarian response and economic development. In the past years, HOT Indonesia have been pioneering the use of open geospatial data in Disaster Risk Reduction effort throughout Indonesia.

Strong background in Free/Open Source Software with more than 11 years experience in Linux server environment. In the past 8 years he has been involved in information management aspect of various natural disaster setting in Indonesia. Currently work as Project Manager in the mission to promote the use of OpenStreetMap, QGIS and InaSAFE in humanitarian response and economic development throughout Indonesia. Previously works as a trainer/facilitator for the implementation of Indonesian Disaster Data and Information in more than 8 province in Indonesia.

Yago Bermejo Abati I have a degree in Physics. I have worked as a teacher, as a musician and as a maker entrepreneur. Since I was a student I have been involved in Madrid in different activist movements: Self-organised protest against Irak War, cultural autonomism squatting, Critical-mass bike movement, assembly movements, alternative political parties… After 15-M movement I founded Labodemo.net an organization focused on Internet democracy. We have been researching for some years how Internet could help society to make policies in a collaborative way with direct and deliberative processes. We have created in Podemos a entire strategy involving different tools with hundreds of thousands of people participating. Actually I’m creating a new Lab connected with Madrid Council called DemIC Lab. Our goal is to improve collective intelligence in democratic Internet processes.

Colin is founder of Seattle based startup http://pol.is, a web app that leverages the real time web, interactive data visualization and machine learning to gather sentiment in an organic, emergent way. Colin’s primary focus is user product design, information architecture and interactive data visualization. He has also designed, architected and built client side applications for some of the largest brands in the world. He speaks regularly in the United States and abroad at meetups and conferences, including appearances at Reactive2015 in Slovakia, By the Crowd in Korea, and CSSConf in NYC. Colin lives on Whidbey Island, near Seattle, with his wife Christie and two wonderful little boys.

Abstract

Modern elections are becoming ever more sophisticated in terms of campaigners’ ability to mine voter data and micro-tailor their messages to key demographics (see the Obama campaign’s ’cave’ of data scientists, e.g.: How Obama’s Team Used Big Data to Rally Voters ). 

Voter Advice Applications, or VAAs, leverage similar techniques, but reverse the direction of the telescope: voters get a better understanding of candidates, not the other way around (see this). 

VAAs have gained popularity in Canada, Germany, Britain, the Benelux countries and Switzerland, where around 10% of the population use a VAA (see euvox2014, A review of the top Voter Advice Applications for the 2015 General Election, Voting Advice Applications in Europe: The State of the Art for more examples from Europe). 

A basic VAA asks a series of questions that probe a user’s political preference, then uses a distance measurement algorithm to visualize her position relative to parties and candidates that are standing in election. Ping, the first service of this kind to launch in East Asia, adds on to successes elsewhere in two ways: first, Ping provides local candidate information, beyond national party positions. Second, Ping crowd-sources its questions, so that users can ask district-specific questions to each candidate.

The session will begin by reviewing the then-recent Korean General Election (held April 16) and place Ping in the broader context of the Korean Civic Hacking / Open Data community.

Miguel Arana is the Director of the Madrid city council participation project. He is designing the new open government strategy for the city of Madrid, and its new free software platform for direct democracy and collective intelligence http://decide.madrid.es Defining also the national strategy for smart cities together with other major Spanish cities as Barcelona, Zaragoza, A Coruña among others. He has been actively involved in the 15M movement in Spain since its beginning, with an emphasis in the digital tools and the connection of the movement with other countries. Currently working with different participation projects worldwide, and networks as D-CENT, including countries as Iceland, Finland or Brazil.

Code for All – 全球公民科技社群

Julia is an activist who’s passionate about growing open communities. Since 2013, she has put her background in design and media studies to use as a project lead for the Open Knowledge Foundation Germany and as a consultant for The Engine Room. 

Julia has been running multiple community projects that foster the reuse of open data, such as Germany’s first Civic Tech Incubator and a series of hackathons. Code for Germany, her latest project, is a civic tech community with 25 labs and more than 350 members.

Julia leads open data projects in close collaboration with companies and governments alike. In 2015 she co-organized the international Code for All Summit in New York, a two-day conference that brought together leading experts and practitioners in civic tech. In 2016 she will be kicking off a prototype fund for civic tech projects in collaboration with the Federal Ministry of Education and Research of Germany.
