*avross: frustrated that gov continually outsources problem-solving to think tanks (and private industry, apparently to a smaller degree). feels that gov itself should be doing research.
*patcon: feels different to Canada, where gov does most of the work alone by itself, and doesn't explore outside ideas very often. I WISH that government was asking outside think tanks to explore things more often. (But maybe I'm missing context on gov, since I haven't worked inside yet.)
