按照邏輯來說，是否應該有
- 1.市府端提出城市議題、業務現況分析，相關分析過程、援引資料、委託研究、研考結論；邀請公眾提議，提出城市問題與課題，也可以是新項目（例如seattle有一年公投決定興建體育場，因為球隊當年表現優異，市民有感）
- 2.接著從結果中，市府端提出預算的配置與各細項適合的執行方式與預期效果
- 3.同時間處理不同議題之間的衝突或整合，確保施政業務的綜效（例如，今年開始都市熱島效應、以及溫減法通過後，應該被實質重視，其他業務項目與此議題可能有衝突，也可能有整合的機會）
- 4.啟動公眾可參與的審議機制，涵蓋代議程序、行政程序，開啟諸如：共識凝聚、細節深化，必要之修改或刪除等，或是公眾能提出市府版本未曾設想過的城市議題來進行議論
- 5.完成本次預算的編列與審議
- 6.業務執行
